The paper deals with the history of development of evaluating methods abroad which consisted of three main stages. The first stage is characterized by domination of experimental tradition, the second one - by the appearance of new alternatives (high-quality investigations, meta-analysis and program theory), and the third one - by integration of qualitative and quantitative methods. Special attention is given to the meta-analysis and program theory. The meta-analysis is a set of statistical methods for uniting the results of different quantitative investigations. Its main purpose is to obtain a comprehensive conclusion as to the available empirical data concerning the certain theme.
