The aim of the paper is to describe the main principles of the methodology of preparing the first part of Ukmerge Master Plan, evaluating existing situation, and to encourage other planners to present and share this experience. The analysis of urban structure, balance of land use, occupation, street network and categories is given in the paper as well as its influence on possible economic and urban development of the town, estimation of need and possibilities to manage it. As a result of this analysis, specific Ukmerge urban development problems which could be solved by using new planning ideology - a long-term strategy, continuous recommendatory comprehensive planning, implementation (design) projects, evaluation methodology, education of society and politicians and new planning implementation law - are identified.
