Rural areas are characterized by limited potential of development. Low incomes of communes, lack of enough accumulation as well as investment opportunities for rural farms and small enterprises hamper development of self-governments, farmers and entrepreneurs. Above mentioned problems can be overcome by support of local institutional environment especially by creation of institutions servicing business, promotion of commune, as well as co-operation between public and private sector. Activation of a problem regions such as Lublin voivodeship is essential and very important. This paper identifies and estimates situation of rural communes in the Lublin voivodeship taking into consideration a social-economic development. Classifications of communes was presented basing on the total rate of development level as well as the partial rates including the following factors: economic, demographic and social, ecological and environmental, infra-structural and spatial. The correlative-weight method was applied to measure the level of communes' development.
