The critical challenge for executive and legislative branch of Ukrainian government is filling-up the budget. The author of the article is sure it is high time for economy reformation through implementation of a number of reforms. The most critical of them are new motivational patterns for export-oriented enterprises, namely provision of credits with interest rate compensation by the government, attraction of commercial banks that provide monitoring of borrower production program and facilitate economy unshadowing. Development of insurance system (construction and installation works, automobile liability, farming risks, health) and replacement of pay-as-you-go pension system for non-governmental one will allow making 'long-term hryvnia' - the tool for long-term lending required for state finances rehabilitation and recovery of the economy of Ukraine.
