a_Autor se v článku zabývá analýzou nárůstu délky textů zákonů, tvořících jádro českého právního řádu. Základní otázka zní: „Je dojem laiků i právníků, že právních předpisů je mnoho, oprávněný?“ Metoda analýzy je založena na porovnávání jednotlivých verzí daných zákonů v delších časových obdobích. Po roce 1990 se skutečně normativní regulace extrémně rozšiřuje jak vzhledem k minulosti, tak vzhledem k srovnatelným zemím, jako je např. Rakousko. Tento trend nezávisí na politické orientaci parlamentních stran ani na tlaku z EU. Jde spíše o zaběhnutý postup jak zdánlivě řešit společenské problémy. Právo je patrně chápáno spíše jako mocenský prostředek prosazení dílčích skupinových zájmů než snaha o tvorbu celospolečenských pravidel jednání fair play.

b_The author analysises the increase in the length of the texts of laws, which form the core of the Czech legal order. Is the impression of laymen and lawyers that there is a lot of legislation justified? The method of analysis is based on comparing different versions of the same laws over long period of time. Indeed, in comparison to to past years, particularly after 1990, normative regulation has been extremely widespread (also compared to countries such as Austria). This trend does not depend on the political orientation of governmental parties, neither on the influence of the EU. Such trends demonstrate the existence of a long running procedure of seemingly dealing with social problems, because law is perceived more as a means of enforcing partial group interests than trying to create fair-play rules of society.
