The systemic transformation brought about an outburst of civic initiatives which started to spread over the social area of the country at a dynamic pace. The region which stands out in this respect is Pomerania. These are not only statistical data that confirm the range of civic activity in independent organizational structures in Pomerania, where the number of non-governmental organizations is impressive, but also the uniqueness and significance of the initiatives and systemic solutions that occur here, which makes the region exceptional. What is also of much importance in Pomerania is the relationship between the public sector and the non-governmental sector. However, despite innovative solutions, the level of investment in the third sector which would allow for its institutional and professional development, indispensable in creating social capital, is still not adequate.
