On the 20th of November, 2007, the European Commission launched so-called 'health-check' assessment of EU budget for the purpose of modernizing Common Agricultural Policy and making it more efficient without the necessity of additional costs. Midterm budget review examines the possibility of further policy adjustments to take account of market changes, in particular it focuses on the direct payment system, market support instruments and new challenges caused by liberalization and globalization of world economy and climate changes. The paper presents four key issues within 'health-check' review, which are: modification of the uniform payment scheme, directions for rural development scheme, assumptions and implications for reform of the sugar market, and EU strategy concerning bio-fuels.
