The article concerns the issues of innovation development. The author presents the essence of such development and basic innovation factors. He indicates that in the international scale, the processes of international trade liberalization and international economic globalization are the basic condition of increase in innovation. Therefore, the author indicates that innovation development is directly connected with the following of liberal doctrine indications in economic practice. Economic system liberalization and free market put emphasis on the increase in corporate efficiency. Liberal economy which is open to foreign investment becomes the source of the inflow of innovation and technology transfer.
