Discovery context of the idea of origin of the Universe from vacuum quantum fluctuation is investigated. The authors argue that Fomin's idea of spontaneous origin of the Universe (without violating any conservation laws) is original and independent of Tryon's discovery. They point out some advantages of Fomin's concept over that of Tryon. It is shown that Fomin's model is a prototype for so-called cosmological models with decaying vacuum, which are widely considered in modern cosmology in the context of dark energy problem.
