This article presents the problem of cooperation between EU and Mediterranean Arab countries: Morocco, Algeria, Tunisia, Egypt, Jordan, Lebanon, Syria and Palestinian Authority. The text is based on the results of the Barcelona Conference of 27 - 28 November, 1995, which called into being the Euro-Mediterranean Partnership. The author shows three essential sections which were defined in this declaration, such as: the political and security section, the economic and financial section and the social, cultural and human section. In the conclusion the author admits that the Conference had some disappointing results for Arab countries, but he also agrees that it is the only way to assure peace, security and prosperity for the Mediterranean region.
