In this paper the author presents the dynamics of relations between the specificity of the historical context of development of social formations in the Middle East and the issue of introducing modernizations in shaping the political decision-making mechanism between the state and the society and between the secular vision of improved national authority and the sphere of the Islamic special compromise and the law established according to the tradition of Sharia.
