The stimulating of inter-sector cooperation constitutes an important instrument of the territorial development. The paper presents the author's concept of the territorial development, the typology of pro-development public instruments as well as development goals and strategies of their implementation by three sectors: public entities, businesses and NGOs. Against that broad theoretical background, the paper identifies forms of activities which can foster such cooperation. The need for that type of intervention results from the exigencies of multilevel management of public affairs, based, among other things, on a dialogue between entities representing different sectors and different management levels. The stimulation of the intersector cooperation should be differentiated depending on the combination of inter-organisational relations, namely: 'cooperation', 'complementarity', 'co-optation' and 'confrontation' (4C model). In all the combinations, including 'confrontation', information is the basis of collaboration. Only in the case of 'cooperation', there is an opportunity to adopt a full formula of collaboration, including information, consultation and participation in the process of the implementation of public goals and policies.
