The author examines the changing of water needs in the light of population growth, agriculture, food and industrial production and necessities of services. He gives a historical overview of the conflicts for the distribution of water as a natural resource. By placing the issue in an international context, the author answers the question posed in the title, namely: to what extent can the lack of water cause conflicts among countries?
