In Hungary the land issue has been a key question of bourgeois modernisation since the 19th century that has not yet been solved to this date. Instead of private land ownership and family farms based on the owner's work we have arrived in the European Union with a system of large estates. The land issue has been made an existential issue for national self-determination and ethnic survival by our Union membership and by the new world economic and ecological situation. At the same time Community law and the institutional system of the Common Agricultural Policy exclude the possibility for the Hungarian State to limit the ownership and use of the land constituting the territory of the State against the 'requirements of the free flow of capital' out of public interest. As a Member State of the EU, Hungary has to pursue such a value-based ownership policy that would slow down the devastating effects of the civilisational crisis emerging as a result of jointly effective causes by the means of national self-defence and would ensure the preservation of the land for our citizens and for the future generations.
