One of the most important social consequences of the political and economic transformation in Hungary is the development and professionalisation of social work. Not only the special training has been organised, but the helping/assisting network has been institutionalised as well. The services offered by the Family Help Centres have been changing according to the local needs and the amendments of law. The consolidation of open and mass unemployment galvanised the development of the employment administrative system and it became evident that a new method of co-operation was needed between the social institutions and the employment system. Based on the professional experiences of the last decade, the study analyses how the following aspects influence the life of the unemployed and the efficiency of social work: amendments of law; formation, transformation and functioning of the institutions in accordance with the changes of the professional policies; characteristics and qualification of the experts working in these institutions, as well as their willingness to cooperate.
