State, tasks, problems and perspectives of the functioning of the net of agencies of the regional development (ARD) and the same ones in the regions and cities of Ukraine have been considered and analysed. Main advantages and disadvantages of contemporary situation have been demonstrated. The experience accumulated in the Ivano-Frankivsk region, allowed to propose the common pattern of the ideological and methodological base for creation and organization of effective work of the ARD on the regional level as a virtual, matrix type organization structure involving all participants of the process of regional economic development on the basis of the intellect application conception.
