The article explains the importance of studies of scientists from transportation services market department of the Institute of market problems, economic and environmental researches of National Academy of sciences of Ukraine for scientific support of sea business complex development and their contribution to resolution of actual problems of home economy. It is focused on the necessity of radical reformation of existing foreign policy, administrative and managerial, economical and engineering fundamentals of national shippng. The system of trade seafaring principles and priorities is defined. The necessity of modern national sea transport policy formation for the purpose of stable economic growth of Ukraine is proved.
