The article provides recommendations for creating of harmonious development track of regional innovation. The proposal is based on linear ordering methods but, first of all, on the use of aggregate measure. Two aspects of regional innovation have been distinguished: Input, which illustrates financial outlays on innovation, and Output, which illustrates the effects within the scope of innovation. The idea of the track is based on regional balance which formally determines the distance of a given region from the model region. The harmonious development track takes a parametric form and is presented in two dimensions. The first one is based on a synthetic model which quantifies the level of Input and Output innovation. The other perspective takes into consideration the entire set of qualities that illustrate regional innovation. The suggested procedure concerning building of harmonious development track of regional innovation has been illustrated with the example of 37 British regions of type NUTS 2.
