The article presents an analysis of proposals of the reform of the health insurance system in Poland, created by teams of experts established by the Civil Rights Ombudsman (first) and by Piotr Kulpa, Director of the Health Insurance Department in the Ministry of Health (second). Both projects adopt a tri-partite model for the health insurance system, but introduce different principles regarding the functions of private insurance and the freedom of entering a contract. The aim of the proposed solutions is to increase the efficiency of the healthcare system by making available additional, extra-budgetary resources, which would stabilizing the system, increasing the level of efficiency of allocating resources in the health service, raising health awareness of citizens and health security and limiting negative factors. The work characterises the health insurance systems in selected countries, which could provide a basis for the assessment of the proposed changes
