The issue of public administration salaries is rarely discussed in the Polish literature. The existing papers concerning this issue hardly mention the civil service and salary system although these areas are so important for public administration.This article is trying to fill in that gap. It presents the model system of civil services, which affect salary system. The paper also show similarities and differences between particular European Union countries. Finally, the Polish system of the civil service salaries will be presented against the background of solutions employed in other countries, such as Germany, France, Holland, Great Britain or Italy.
