W artykule podnoszony jest problem atrakcyjności inwestycyjnej krajów Europy Środkowo-Wschodniej (EŚW). Założono, że spośród wielu czynników napływu inwestycji zagranicznych istotne są instytucje promujące wolność gospodarczą. W związku z tym celem podjętych rozważań jest analiza jakości instytucji w kontekście słabnącej atrakcyjności inwestycyjnej krajów Europy Środkowo-Wschodniej. Badania oparto na analizie indeksu wolności gospodarczej (Economic Freedom of the World) w latach 2004-2014. W rezultacie dokonanych badań zaobserwowano, iż jakość instytucji w krajach EŚW jest zbliżona do tej w krajach Europy Zachodniej. Obszarem wymagającym poprawy ze strony władz poszczególnych państw EŚW jest system prawny i ochrona praw własności.

The article raised the issue of investment attractiveness of Central and Eastern European countries (CEE). It was assumed that among the many factors effective institutions are important to inflow of foreign investments. Therefore, the objective taken to considerations is analysis of the quality of institutions in the context of declining investment attractiveness of Central and Eastern European Countries. The study was based on the analysis of the index of economic freedom (Economic Freedom of the World) in the years 2004-2014. As a result of the studies, it was observed that the quality of institutions in CEE countries is close to Western European countries. An area that needs to be improved by the authorities of individual CEE countries is the legal system and protection of property rights.
