Relations between measures, theories, and policy of development have an evolutionary character. This evolution appears to lead to a meta-economic theory and policy of development. This meta-economic approach of development processes finds its justification in the gradual change of modern science’s paradigm and creates the possibility of a rational reaction for changing circumstances. This means multifaceted concepts of development processes and leads to straightforward relations between strategy, development policy, and macroeconomics.
