City management authorities, particularly the mayor and local government members who act on his or her behalf, should be able to choose appropriate instruments depending on the financial capacity, development needs as well as spatial conditions of the city. These factors are not always easy to analyse. The aim of this article is to identify the crucial principles of selecting and applying space management tools in a moderately large city. In order to verify the theses included in the article, an analysis has been performed to show how space management tools are applied in Gorzów Wielkopolski.
