This article presents how difficult and important preparations of rules of engagement are for troops taking part in all types of military activities. It is challenging to prepare proper ROE, but those rules are essential, because they ensure the safety of soldiers. The paper presents general rules during national and coalition ROE preparations. The naval problems of ROE are also presented in the paper.
