This article presents theoretical and practical models of social policy towards disabled people, elaborated in West so far and the proposals of new model’s foundations. This proposed model is confrontating with social policy towards disabled people really functioning in Poland. The essential foundations of it are following: comprehensive, not fragmented but complete, not transitional but permanent. This is based on both traditions of Poland’s rehabilitation school and international social policy towards disability creating by United Nation, International Labor Organization, World Health Organization and European Union.
