In first chapter are presented definitions of monitoring and evaluation and their role and importance in European regional policy. In second chapter key EU regulations concerning monitoring and evaluation in years 2000-2006 are characterised. In general regulations concerning structural funds in years 2000-2006 four articles covers that area. They are entitled: role of management authority, functioning of monitoring committees, monitoring indicators, finał and yearly reports. EU indicative proposals concerning methodology of monitoring and evaluation are also presented. In third chapter regulations of monitoring and evaluation of three pre-accession funds: Phare, ISPA and SAPARD are analysed. In fourth chapter most important conditions of monitoring system are shown. In fifth chapter key recommendations from experience of four EU member countries - France, Ireland, Germany are United Kingdom and shown. To presented paper also bibliography is attached.
