On the basis of the contemporary materials from Wilno and Warsaw archives unused until now, the Author presents data concerning number of the inhabitants of six counties of the Mińsk district, as well as their national and religious structure. The Author directs attention to unjustified omit of the group of Russians born and living in Mińsk district and argues, that they constituted at least 25%o local population and even up to 90% of the teachers. On the basis of ten discovered reports prepared by five different recruiting agents, the Author describes situation in the Słucki county which became the place of uprising one year later. The Author directs attention to the fact, that the levy to the Polish army filtered the county from the Polish element. The Author, on the basis of the discovered materials, reports on malfeasance of the army on this area and divide them on two groups: system ones and being the result of the individual actions. The Author directs attention to the infiltration of the local militia by former officers of the Bolshevik militia. The reports show the tactic of Jewish community, which spread the rumours, what resulted in the panic reaction of the gentry, who sold their possessions under the value. The reports show the beginning of the Belarusians movement on this area. From the one side, the beginning of the Belarusians regiments were created (Manko from Minsk), from the other side agitation for the "Belarusian" matter was conducted in the Russian language. In opinion of the authors of the discovered reports, these people were Bolsheviks or Russian social-revolutionists, which had hostile attitude to Poland and Belarus and wanted to incorporate these territories directly to Russia.
