W artykule opisano technologie informacyjno-komunikacyjne (ICT) i ich zastosowanie w administracji publicznej. Podjęto próbę zdefiniowania terminu e-Government, ukazując sposoby pomiaru jego efektywności oraz dokonując oceny poziomu rozwoju takich wdrożeń w Polsce. Przedstawiono cele, korzyści i bariery związane z wdrażaniem i użytkowaniem tego typu rozwiązań. Następnie skupiono się na ich wykorzystaniu w jednostkach samorządu terytorialnego. Celem artykułu jest zwrócenie uwagi na możliwość zastosowania technologii ICT w jednostkach administracji publicznej oraz ukazanie korzyści, jakie z takich wdrożeń wynikają. Przeprowadzony przegląd literatury oraz analiza danych statystycznych pozwoliły na ocenę dostępnej wiedzy oraz poziomu rozwoju opisywanego zjawiska w Polsce na tle innych krajów członkowskich Unii Europejskiej.

The paper discusses possibilities offered by information and communication technologies (ICT) and their use in public administration. It defines the “e-Government” term and shows ways of measuring its efficiency, attempting to analyse its development in Poland at the same time. Then it presents purposes, advantages and barriers associated with e-Government implementations. In the last part of this paper, the author focuses on usage of the ICT in local government units. The main objective of the paper is to emphasize possibility of applying ICT in public administration units and advantages which result from this kind of implementations. The review of literature enables assessment of the existing knowledge. Statistical data analysis let the author evaluate the level of development of described phenomenon in Poland against the background of other EU member countries.
