The aim of the article is to argue for the need to create a new type of tourist organisation, known as a metropolitan tourism organisation, responsible for promoting the development of tourism in Poland. Organisations of this kind are necessary because the development of tourism depends on other socio-economic functions of the city and urban tourism differs from other kinds of tourism. At present urban destination management organisations (DMO) have a wide range of tasks and can contribute to corporate governance and activities convention bureaus. Also, metropolitan tourism organization can be more internationally orientated in their development planning, since DMOs function in a number of European cities. Under current regulations and in the present institutional setting, the functioning of urban DMOs faces many difficulties.
