Towards the sea. Politics of protection of maritime cultural heritage in the countries of the Baltic and the North Sea region

Abstracts

The article deals with issues concerning the protection of maritime cultural heritage in the countries bordering the Baltic and the North Sea. It presents the origins of the Monitoring Group on Cultural Heritage in the Baltic Sea States and of its two Working Groups, whose members include representatives of the National Maritime Museum in Gdańsk. Moreover, the Action Plan for the new Strategy for the Baltic Sea Region accepted by the European Commission is/was presented. For the first time, the strategy includes the Culture Priority Area as well as example flagship projects connected with cultural heritage. Two of them were submitted by the National Maritime Museum in Gdańsk. This elaboration also mentions example projects implemented thanks to EEA Grants. One of the last ‘soft’ projects carried out by the National Maritime Museum was the cooperation with the Norwegian Directorate for Cultural Heritage – Riksantikvaren from Oslo and the Hardanger & Voss Muzeum from Utne. The „Polish and Norwegian maritime cultural heritage” project consisted in exchanging experiences on dying maritime crafts of boatbuilding and cordage. During the meetings, an innovative educational programme was created which was implemented in both Polish and Norwegian museums. The broad range of issues discussed in the article shows the increasing importance of maritime cultural heritage which is playing an increasingly important role in the local development of the Northern Europe coastline.

Artykuł dotyczy zagadnień z dziedziny ochrony morskiego dziedzictwa kulturowego w krajach leżących nad Morzem Bałtyckim i Północnym. Przedstawioono w nim genezę powstania Grupy Roboczej ds. Dziedzictwa Kulturowego Krajów Bałtyckich oraz pracujące na jej rzecz dwie Grupy Robocze. W pracach tych ostatnich biorą udział przedstawiciele Narodowego Muzeum Morskiego w Gdańsku. Ponadto zaprezentowano tzw. „Plan Działania” dla nowej Strategii Bałtykciej zatwierdzonej przez Komisję Europejską. W tej Strategii po raz pierwszy znalazł się Obszar Priorytetowy ”Kultura” i przykładowe projekty flagowe związane z dziedzictwem kulturowym. Dwa z tych projektów zostały zgłoszone przez Narodowe Muzeum Morskie w Gdańsku. W opracowaniu tym pokazano także przykładowe projekty realizowane ze środków pochodzących z tzw. Mechanizmu Finansowego Europejskiego Obszaru Gospodarczego. Jednym z ostatnich „miękkich” projektów realizowanych przez NMM była współpraca z Norweskim Dyrektoriatem ds. Dziedzictwa Kulturowego - Riksantikvaren z Oslo oraz Hardanger & Voss Muzeum z siedzibą Utne. Projekt „Morskie dziedzictwo kulturowe Polski i Norwegii” polegał na wymianie doświadczeń z zakresu ginących rzemiosł morskich szkutnictwa i powroźnictwa. W czasie wspólnych spotkań stworzono także innowacyjny program edukacyjny wdrażany w muzeach polskich i norweskich. Szerokie spektrum zagadnień poruszanych w artykule pokazuje rosnące znaczenie morskiego dziedzictwa kulturowego, które ma coraz większe znaczenie w rozwoju regionalnym terenów nadmorskich Europy Północnej.
