Brytyjskie i węgierskie referenda z 2016 r. Uwagi o roli instytucji demokracji bezpośredniej w procesie integracji europejskiej

The practice of using direct democracy in the European Union’s countries shows that the so called “European” issues have become increasingly popular subject of public debate and then of referendum voting. The motivation to analyse the British and Hungarian referendums of 2016 was the popularity and importance of the issues both for the UK and for Hungary, as well as for the whole European Union. The main thesis posed in the article is that in recent years referendums have become very popular as instruments of making decisions on the European crises (Grexit, Brexit, migration crisis). The main objective of this paper is to answer the question about the use of a referendum on issues of European integration and on the course and consequences of the British and Hungarian referendum in 2016. Praktyka wykorzystania instytucji demokracji bezpośredniej w państwach unijnych dowodzi, iż prócz licznych głosowań referendalnych w sprawach państwowych, również zagadnienia europejskie (unijne) stają się coraz bardziej popularnym przedmiotem debaty publicznej, a następnie – głosowania. Motywacją do podjęcia rozważań nad tytułowym zagadnieniem była aktualność kwestii poddawanych pod głosowanie w Wielkiej Brytanii oraz na Węgrzech, jak i fakt, że referenda stały się popularnym w ostatnich latach instrumentem wykorzystywanym w celu podjęcia decyzji dotyczących kryzysów w UE (co jest także tezą niniejszego tekstu). Głównym celem niniejszego tekstu jest odpowiedź na pytanie o wykorzystanie referendum w sprawach integracji europejskiej oraz o przebieg i konsekwencje referendów w 2016 r. w Wielkiej Brytanii i na Węgrzech.
