To ensure an acceptable level of local safety requires creative activity of local government, to protect and defend against threats. The scope of activities of community and district in the local security is an important variable. The responsibilities of community in this area include, among others matters relating to: public policy, public security, fire protection and flood protection. However, the county government completes the task in accordance with the principle of complementarily. It should be noted that the current arrangements seem to be too formal and divided by sector, and their performance does not meet the requirements of multi-disciplinary and multi-faceted approach to local security, which requires the establishment of system solutions for the entire state.
