Abstracts

The unified territorial communities are new structural units in the administrative system of Ukraine. In addition to the problems of regulatory and financial nature, issues of scientific and methodological substantiation of the processes of strategic development of the unified territorial communities on the principles of applying modern methodologies and project management practices are also relevant. The article develops methodological approaches to the formation and management of project portfolios for the implementation of strategies for the sustainable development of unified territorial communities on the principles of applying a value-oriented model of project management. The organizational aspects of the introduction of project management in the united territorial communities have been developed based on the creation of a project management office (committee) for managing strategies. The proposed approaches to the formation of territorial strategies will help to ensure the community's economic development and the effectiveness of utilizing the resources available to the communities.

Zjednoczone wspólnoty terytorialne to są nowe jednostki strukturalne w systemie administracyjnym Ukrainy. Oprócz problemów związanych z regulacjami prawnymi i zapewnieniem finansowania istotne znaczenie mają kwestie naukowego i metodycznego uzasadnienia procesów strategicznego rozwoju zjednoczonych społeczności terytorialnych w oparciu o nowoczesne metody i dobre praktyki zarządzania projektami. W artykule przedstawiono podejścia metodyczne do tworzenia i zarządzania portfolio projektowymi w celu wdrożenia strategii zrównoważonego rozwoju zjednoczonych społeczności terytorialnych w oparciu o model zarządzania projektem zorientowany na wartości. Zostały wypracowane organizacyjne aspekty wprowadzenia zarządzania projektami w zjednoczonych terytorialnych wspólnotach, przejawiające się w utworzeniu projektowego biura (komitetu) ds. zarządzania strategiami. Proponowane podejścia do utworzenia strategii terytorialnych pomogą zapewnić rozwój gospodarczy wspólnoty oraz skuteczność wykorzystania zasobów wspólnotowych.

Объединенные территориальные общины являются новыми структурными единицами в системе административного уклада Украины. Рядом с проблемами нормативно-правового регулирования и обеспечения финансовой возможности, актуальными являются также вопросы научно-методического обоснования процессов стратегического развития объединенных территориальных общин на принципах применения современных методологий и практик управления проектами. В статье разработаны методические подходы к формированию и управлению портфелями проектов реализации стратегий устойчивого развития объединенных территориальных общин на принципах применения ценностно- ориентированной модели проектного менеджмента. Развито организационные аспекты ввода проектного управления в объединенных территориальных общинах на основе создания проектного офиса (комитета) управления стратегиями. Предложенные подходы относительно формирования территориальных стратегий, позволят обеспечить экономическое развитие общины и эффективность использования ресурсов, которые имеются в общины.
