This text focuses on the analysis of the competence given to commune councils to decide on the directions of action of a mayor and makes it through the prism of supervisory powers given to a voivode. For such a problem it will be necessary to characterize the specific instrument equipped with the body constituting the territorial self-government units, which is the so-called directional resolution, and that part of the supervision over the territorial self-government, which is exercised by the voivode, i.e. the criteria for its application and subject scope, while taking into account both the constitutional regulation, which creates a general framework and the regulation contained in the territorial self-government law. The above issues will be illustrated by the activities of the Krakow City Council in its eighth term of office, during which the problem of stating the invalidity of numerous directional resolutions adopted by the supervisory authority became the subject of intense discussion.
