Według tradycji biblijnej związanej z osiedleniem się Izraela w Kanaanie, potomkowie Gada i Rubena oraz połowa plemienia Manassesa otrzymali na zamieszkanie ziemię na wschód od Jordanu. Tekst Joz 22 podaje, że ci Izraelici udzielili pomocy rodakom w zajmowaniu przyznanej im ziemi zachodniojordańskiej, a następnie wyruszyli, aby zamieszkać na swoim terytorium. Po drodze, nad Jordanem, zbudowali ołtarz. Lud pozostający po stronie zachodniej uznał ten ołtarz za nielegalny oraz za znak buntu i niewierności wobec JHWH, które na wszystkich ściągną gniew i karę Boga. W rzeczywistości ołtarz nad Jordanem odpowiadał przepisom o ołtarzu dla JHWH. Nie był konkurencją dla ołtarza w centralnym sanktuarium w Szilo. Nie służył do składania ofiar ani żadnego kultu bałwochwalczego. Jako kopia ołtarza w Szilo otrzymał funkcję świadectwa. Miał świadczyć o przynależności plemion zajordańskich do ludu przymierza i o ich lojalności wobec JHWH. Był wyrazem ich troski o narodową i religijną więź i tożsamość.

According to the biblical tradition of the settlement of Israel in the land of Canaan, the sons of Gad and Reuben and half the tribe of Manasseh received for residence the land east of the Jordan. The text of Joshua 22 says that those Israelites provided assistance to their countrymen in taking possession of the land assigned to them in West Jordan, and then went on to settle their own territory. On their way they built an altar by the Jordan River. The people remaining on the west side found this altar to be illegal and deemed it a sign of rebellion and infidelity to the LORD that would bring the wrath and punishment of God on all the tribes. In fact, the altar by the Jordan River was in keeping with the law on the altar of the LORD. It was not a rival to the altar of the central sanctuary at Shiloh. It did not function as an altar of sacrifice or any kind of idolatrous worship. As a copy of the altar at Shiloh it had a witnessing function. It was intended to testify to the belonging of the East Jordan tribes to the covenant people and to their loyalty to the LORD. It was an expression of their concern for national and religious ties and identity.
