Parliamentary National Defense Committee is undoubtedly a serious „organ” of a country's Legislature, equipped with special privileges which let take care of matters of the army and defense competently. It was assumed so by the author when he reached to reports of Parliamentary National Defense Committee's sessions in order to find out which problems were undertaken, in which atmosphere they were discussed and which motions were made to improve the defense of the country. The choice of the decades of the 1970s and 1980s was not random. Events of December, the martial law, serious economic crisis and accompanying social phenomena, undoubtedly influenced the „People's” Army of Poland. Information found in reports of sessions of the Committee were a kind of disappointment for the author, mainly because there was too much „holiday spirit” and too little discussions on problems which de-termined conditions of the service. It does not seem to be justified to work on anniversaries of the Polish Army, libraries, stage groups and titles and decorations for “the first astronaut” on such a forum. The army was waiting for legal decisions on armament (adequate to develop-ment of the international situation), equipment (we were the worst equipped army in the War-saw Pact), material and financial provision of the training (limits and limitations destroyed planned trainings) and decent living conditions. It cannot be said that the mentioned matters were not discussed. They were but the effect was poor and it was usually explained with “a difficult objective situation”. There were also explanations based on the ideological level – we are a socialist army and it is not right to invest in the army when the people's authority is not able to solve growing problems of other professional and social groups.
