Wzrastająca wartość i cena gruntów w przestrzeni miejskiej skłania do zagęszczania, uzupełniania, istniejącej zabudowy. Można tu wyodrębnić eliminowanie swego rodzaju nieużytków urbanistycznych, bądź zastępowanie zdegradowanej zabudowy, niekwalifikującej się do rewitalizacji, nowymi obiektami. Poważną przeszkodą takich działań jest niekompatybilność dwóch systemów o randze ustawowej: prawa budowlanego i ustawy o planowaniu i zagospodarowaniu przestrzennym.

The ever growing values and prices of urban lands force increased congestion and infilling of build-up areas. We can identify in that process the tendency to get rid of urban gaps, or replace the degraded structures which do not qualify for revitalization with new ones. What is a serious obstacle to such activities is the incompatibility of two different systems contained in the Polish laws: the Building Law and the Law of Spatial Planning and Management.
