W artykule podjęto tematykę stosowania zasad good governance w pracach nad tworzeniem budżetu państwa. W Polsce realizację zasad szczegółowości, jawności i przejrzystości mają zapewnić art. 33-41 ustawy o finansach publicznych, tworzące odrębny rozdział zatytułowany „Jawność i przejrzystość finansów publicznych”. Omówiono również kolejne zasady dotyczące spraw bardziej szczegółowych: jednoroczności, uprzedniości, jedności materialnej, operatywność, tak w odniesieniu do Unii Europejskiej, jak i Polski.

In his article, the author undertook the issue of application of the good governance principles in pursue to draw up the state’s budget. In Poland, the implementation of the principles of specificity, evidence and transparency is to be ensured by Art. 33-41 of the Public Finance Act setting forth a separate chapter entitled “Evidence and Transparency of Public Finance”. The author also discussed further principles related to more specific issues: annual basis, anteriority, material integrity, resourcefulness both referred to the European Union and to Poland.
