Artykuł został poświęcony problematyce ochrony porządku i bezpieczeństwa publicznego. W artykule scharakteryzowano podstawowe pojęcia oraz dokonano przeglądu teorii i poglądów polskich teoretyków i praktyków w dziedzinie szeroko rozumianego bezpieczeństwa. W drugiej części artykułu, w oparciu o przepisy konstytucji i ustaw, omówiono polskie rozwiązania prawne w zakresie ochrony porządku i bezpieczeństwa publicznego na poziomie lokalnym, określając tym samym zakres działań administracji samorządowej jako zadań własnych, realizowanych samodzielnie i na własną odpowiedzialność. W toku artykułu dokonano opisu i charakterystyki procesu decentralizacji władzy publicznej w Polsce. Podsumowanie artykułu stanowią wnioski i spostrzeżenia dokonane w toku analizy i badań nad zagadnieniem bezpieczeństwa i porządku publicznego na poziomie samorządu lokalnego.

The article is devoted to the issues of public order and safety. In the article the author characterizes basic concepts and reviews theories and ideas of Polish theoreticians and practitioners in the broadly conceived security area. In the second part of the article, on the basis of The Constitution of the Republic of Poland and other political acts, the author characterizes solutions and institutions implementing the protection of public order and safety at the local, municipal level. The author focused on the role of the local government in the safety policy as an institution executing their own tasks carried out independently and at their own risk. In the article the author described and characterized the process of decentralization of public administration in Poland. The article was summarized with a conclusion and observation made in the course of analysis and research on the issue of public safety and order at the local government level.
