The main aim of this paper is to describe the results of a research on the transposition of the EU secondary law into the Polish legal system during the seventh term of the Sejm (11.08.2011 - 11.11.2015). The quantitative study was focused on gathering information derived mainly from the Chancellery of the Sejm, in order to obtain statistical data related to the implementation of the EU secondary law in Poland. The object of the study is to assess the effectiveness of the implementation by using the basic criterion of the delay in transposing. In light of the findings it should be stated that during the previous Sejm’s term, implementing measures were systematically delayed. Both the scale of the transposition delays and their widespread occurrence, however, were not caused by the Sejm and Senat. The responsibility for the delays should be assigned to the Government – the main author of the legislative proposals. Already at the stage of submitting proposals to the Sejm, transposition delays on average reached three years. Therefore, while maintaining the statutory model of the EU secondary law implementation in Poland, the mechanisms of coordination and control of timely transposition within the Government should be developed.
