Autor analizuje strukturę polityki walki z przemocą w rodzinie, sposób jej formułowania oraz implementowania. Posługuje się klasycznymi metodami analizy znanymi z zakresu wiedzy o politykach publicznych. Stawia tezę, że nastąpiła silna instytucjonalizacja tej polityki w ostatnich latach, co odzwierciedla znaczenie problemu przemocy dla społeczeństwa. Wprowadzono dość kompleksową koncepcję struktury działań wobec przemocy. Jednocześnie pozostają istotne problemy i zagrożenia dla możliwości osiągania lepszych rezultatów w podejmowanych działaniach. Problemem jest choćby dobór narzędzi interwencji publicznej i wielkość zaangażowanych zasobów (finansowe, ludzie, instytucjonalne). W zakresie instrumentów działania przewagę mają narzędzia legislacyjne, tymczasem kluczem do powodzenia wydają się tzw. instrumenty „miękkie”, które sprzyjają uzyskaniu większego efektu synergii w działaniach podejmowanych przez różne publiczne i społeczne podmioty, zwłaszcza w zespołach interdyscyplinarnych. Wyzwaniem jest także głębsze rozpoznanie złożoności problemu przemocy, w tym wypracowanie narzędzi analizy problemu i wskaźników obrazujących efektywność podejmowanych działań.

The author analyzes the structure of the policy on domestic violence in Poland and the way it is being formulated and implemented. He employed the classical methods of analyzing which are specific to policy issues. He offers the thesis that what the Polish government does about it, has been strongly institutionalized within recent years. That reflects the importance of domestic violence to the Polish society. The complex structure of public action has been developed in relation to domestic violence. But at the same time the significant issues left to be resolved as well as dangers to achieve better results in this policy. The policy instruments and the available resources (financial, human, institutional) represents the real problem. When it comes to policy instruments, one can see that legislatives tools have prevailed over so called “soft” instrument which are essential to make a success in this policy. They provide with the chance to achieve the effect of synergy among various public and civic bodies engaged in policymaking (especially when it comes to interdisciplinary task forces). The challenge is to get a deeper understanding of the complexity of domestic violence issue and work out adequate instruments for analyzing this issue including indicators reflecting the effectiveness of public interventions in the field of domestic violence.
