The article discusses the methodological assumptions of the impact assessment and specific examples of practical implementation. The starting point is the thesis that the evaluation of influence is a consequence of formulating the postulate of a rational legislator. This postulate requires that the created law needs to be perceived in a broader context and taking into account the economic, social and political context. The article emphasizes the need for an interdisciplinary evaluation of the bill. It also emphasizes the importance of non-legal assessments, which should be taken into account to a greater extent. The text indicates that impact assessment is a factor not only in improving the quality of law, but also in democratizing procedures. This happens, inter alia, due to the multiplicity of factors that carry out impact assessments. As a functional reality, the impact assessment has been shown on the basis of a government assessment in three Anglo-Saxon countries, e.g. the USA, UK and New Zealand. The selection of countries was dictated by their advancement in the process of implementing the impact assessment.
