The aim of this article is to pinpoint level and directions of the support of economic development in a local scale by local governments and an evaluation of these activities by village leaders and entrepreneurs. The research was focused on Gminas and companies operating in rural areas of the Małopolska voivodeship. Triggering entrepreneurship is a very important task of local authorities, therefore, local chairs of village councils and entrepreneurs were requested to rate measures taken by Gminas aimed at fostering entrepreneurship. The results of the research show that local enterprises are mostly small- and micro-sized units and are owned by both well-educated, middle-aged men and women. The companies were mostly established as sole proprietorships financed out of own funds. A desire to conduct independent business and improve the level of life was a stimulus to start such business. Problems suffered by small companies resulting in financial difficulties include their contracting parties’ payment gridlocks, expensive loans and market competition. The Gminas’ major measures involve the development of the technical infrastructure financed out of their own or EU funds, promoting Gminas and seeking EU funding. The results of polls taken by chairs of village councils and entrepreneurs demonstrate that the measures taken by Gmina self-governments to foster entrepreneurship are rated positively. Measures to support the infrastructure were positively rated by 100% chairs and 84% of entrepreneurs. Also the promotion of Gminas, the functioning of a unit responsible for obtaining EU resources, having a spatial development plan or study are viewed positively. Compared to the entrepreneurs, the chairs of village councils rated the self-governments’ measures in a slightly more positive manner.
