Autorzy badają zmiany efektu zniechęconego pracownika w Polsce w ciągu ostatnich dwudziestu lat. Korzystając z danych Badania Analizy Ekonomicznej Ludności, autorzy szacują liczbę zniechęconych pracowników oraz stopę zniechęconych pracowników jako frakcję relewantnej populacji. Zarówno liczba, jak i stopa zniechęconych pracowników wzrosła znacząco od 1995 r. Wśród zniechęconych było więcej kobiet niż mężczyzn, a efekt był najsilniejszy w najstarszych grupach wieku. Ze względu na rosnącą skalę zjawiska, autorzy budują alternatywną miarę stopy bezrobocia z uwzględnieniem osób zniechęconych. Różnica między tradycyjną stopą bezrobocia a alternatywną miarą jest bardzo istotna w przypadku najstarszych grup. W podsumowaniu artykułu zawarto rekomendacje dla polityki gospodarczej.

We study the evolution of the discouraged worker effect in Poland in the last two decades. Using Labour Force Survey we calculate the number of discouraged workers and discouraged worker rate as a fraction of the relevant population. Both the number and the rate of discouraged workers have increased substantially since 1995. There were more women than men among the discouraged workers, and the effect was the strongest in the oldest age groups. Given the rising scale of the discouraged worker effect we compute an alternative measure of unemployment rate, where we include discouraged workers. The difference between the traditional unemployment rate and the alternative measure is very significant in case of the oldest age groups. We conclude with a set of policy recommendations.
