W artykule analizowane jest zagadnienie finansowania szkół podstawowych i gimnazjalnych biorących udział w badaniu Becker. Szkoły, jako faktyczne centra kosztów, finansowane są za pomocą subwencji oświatowej kierowanej z Ministerstwa Edukacji Narodowej do samorządu, a następnie z samorządu do szkoły. Algorytm naliczania subwencji różnicuje wysokość środków kierowanych do samorządu, uwzględniając różne czynniki (m.in. charakterystykę uczniów, specyfikę procesu dydaktycznego, położenie szkoły) związane z niezbęd­nymi wydatkami. Badając uwarunkowania różnicy między budżetem szkoły a przypadającą jej subwencją można pokazać, że nie zawsze powiększona z racji specyfiki uczniów lub położenia szkoły subwencja trafia do tej placówki lub nie pokrywa niezbędnych wydatków. Analiza, która na tym etapie ma jeszcze charakter wstępny, pozwala ostrożnie wnioskować, że oczekiwane jest poddanie ponownej krytyce algorytmu, co wpłynęłoby na jego przejrzystość, w tym stosowanych w algorytmie wag.

The article covers some of the critical issues of the financing of primary and secondary schools in Poland. The presented analysis was based on the question­naire data collected during the “Becker study” conducted on behalf of the Institute of Educational Research. Schools in Poland are funded by targeted educational subsidies which are defined by the Ministry of National Education and sent to local government which has responsibility to finance schools located at its district. The algorithm for calculating the subsidy varies the amount of funds directed to local government, taking into account various factors (including the characteristics of the students, the specificity of the educational process, the location of the school) relating to the necessary expenditure. During the analysis, the determinants of the difference between the school’s budget and the amount of subsidy assigned to this school were examined. It occurs that subsidy, which might be increased for the school due to the specific nature of the students or its school location, is not always targeted at the school. The analysis, which at this stage is still preliminary, allows cautiously conclude with a critique of the algorithm. The following debate might positively affect transparency of the algorithm used for calculating the subsidy, including the parameters used in the algorithm.
