Niniejszy artykuł porusza kwestię istniejących w Polsce barier w rozwoju infrastruktury transportu drogowego. W pracy zostały przedstawione główne bariery rozwoju. Podzielone zostały na cztery grupy: bariery prawne (niestabilność przepisów prawa, kwestię rozstrzygania przetargów, martwe przepisy w zakresie partnerstwa publiczno-prywatnego oraz ustawy środowiskowe), organizacyjne (rolę Ministerstwa Transportu w procesie rozbudowy infrastruktury w Polsce, braki techniczno-kadrowe), polityczne (niestabilność polityczna) oraz ekonomiczne (niewielkie nakłady na transport, trudności w pozyskiwaniu funduszy unijnych, kryzys gospodarczy).

This article raise the issue of barriers existing in Poland in the development of road transport infrastructure.In this study there are presented the main barriers, which are divided into four groups: legal barriers (instability of the law, problems with adjudge the auctions, defunct rules on public-private partnerships and environmental law), organization barriers(part of the Ministry of Transportin the development of infrastructure in Poland,the lack of technical and human resources), political barriers (political instability) and economic barriers (low expenditure on transport, difficulties in obtaining EU funds, the economic crisis).
