W wyniku akcji „Wisła” na terenie powiatu zielonogórskiego została osiedlona pewna liczba rodzin ukraińskich, wywodząca się głównie z Łemkowszczyzny. W 1963 r. przesiedleńcy z akcji „Wisła” stanowili około 10% ludności powiatu (bez miasta Zielona Góra). Analiza zachowanej dokumentacji miejskiej i powiatowej instancji PZPR w Zielonej Górze wskazuje, że lokalne kierownictwo partyjne, które interesowało się wszystkimi niemal dziedzinami życia mieszkańców na swoim terenie okazywało minimalne zainteresowanie mniejszością ukraińską. Przypadki zainteresowania ludnością ukraińską, ze strony lokalnych instancji PZPR, w mieście i powiecie Zielona Góra miały miejsce niemal wyłącznie w sytuacji poważnych kryzysów społecznych, wywołujących wzrost napięcia w regionie (lata 1956, 1961, 1971). Kierownictwo partyjne analizowało wówczas nastroje panujące w lokalnej społeczności, w tym również w środowisku mniejszości ukraińskiej. Ludność tę uważano za potencjalnie niebezpieczną.

As the result of the “Vistula operation”, certain Ukrainian families coming mostly from Lemkivshchyna settled on the terrains of Zielona Góra County. In 1963, the displaced persons from the “Vistula operation” constituted 10% of the county’s population (not including the city of Zielona Góra). The analysis of the documentations of the municipal and county units of PUWP in Zielona Góra indicate that the local party leadership, which concerned itself with almost all life aspects of the citizens that lived on their terrain, showed little interest in the Ukrainian minority. The cases of actual interest from the local PUWP units in the city and county of Zielona Góra were limited strictly to the cases of serious social crises that led to increased tensions in the region (the years 1956, 1961, 1971). The party leadership analyzed the public feelings of the local community, including the environment of the Ukrainian minority. The population of that minority was considered potentially dangerous.
