Nowe okoliczności i uwarunkowania tworzenia systemu bezpieczeństwa narodowego zaistniały po zakończeniu „zimnej wojny” w końcu XX wieku i wejściu ludzkości w trzecie tysiąclecie z jego nowymi wyzwaniami i nieprzewidywalnością. W następstwie zmniejszenia niebezpieczeństwa konfron¬tacji militarnej z użyciem broni jądrowej, świat stał się bezpieczniejszy tylko pozornie. Obecnie, tj. w XXI wieku, nie ma państwa na kuli ziemskiej, które byłoby bezpieczne wobec zagrożenia ze strony natury lub człowieka. Dowodów na to jest wiele, a ich liczba wcale nie maleje, ma raczej tendencję wzrostową. W całokształcie wyzwań i uwarunkowań bezpieczeństwa globalnego i regionalnego przedmiotem szczególnej troski staje się bezpieczeństwo narodowe, zarówno wewnętrzne, jak i zewnętrzne, co jest zasadniczą treścią niniejszego artykułu. Natomiast celem głównym artykułu byto ujednolicenie i usystematyzowanie pojęć występujących w dyscyplinie naukowej jaką jest bezpieczeństwo narodowe.

The new conditions and circumstances for creating a system of national security have existed since the end of the Cold War; but at the end of the twentieth century humanity has been ushered into the third millenium with new challenges that were theretofore unforeseeable. As a consequence of the decrease in the danger of nuclear confrontation, the world has only seemingly become a safer place to live in. At the moment, that is, in the twenty-first century, no country nor state on this Earth is safe in the face of natural and man-made threats. The evidence is plentiful, and less diminishes than increases in number. Taking into consideration the conditions and challenges to global and regional security, national security, both domestic and foreign, must be of serious concern. This is precisely the topic of this article. The main aim is to provide a uniform and systematic description of the concepts that are used in the scholarly discipline of national security.
