Starzenie się społeczeństwa, postęp technologii medycznych, a także rosnące oczekiwania społeczeństwa w zakresie jakości i dostępności dostarczanych usług zdrowotnych to tylko jedne z wielu wyzwań, przed którymi stoją współcześnie funkcjonujące systemy opieki zdrowotnej, a które w znacznym stopniu warunkują ocenę efektywności działania przez interesariuszy systemu. W analizach krajowych systemów zdrowotnych jedną z kluczowych kategorii badań jest ocena zdolności systemu do efektywnej realizacji wyznaczonych celów. Choć samo pojęcie efektywności nie jest w literaturze definiowane w sposób jednoznaczny, w przypadku systemu ochrony zdrowia efektywność oceniania jest głównie przez pryzmat osiąganych efektów zdrowotnych. Przedstawione w artykule tradycyjne metody oceny efektywności systemu ochrony zdrowia koncentrują swoją uwagę na poziomie systemu w skali makro, abstrahując od analizy elementów współtworzących system. W opinii autorki uzupełnieniem tradycyjnych metod oceny efektywności systemu może stać się ocena oparta na podejściu wielopoziomowym, tzw. multilevel approach, która w znaczący sposób może zniwelować ograniczenia metod jednopoziomowych.

Population ageing, medical technology advancement and rising expectations of society in terms of quality and accessibility of health care services provided are just some of the many challenges that health care systems operating today are facing. All these factors are substantial contributors to the assessment of the effectiveness of operations which is carried out by the system stakeholders. The assessment of the system's ability to effectively achieve its goals is one of the key research categories in the analysis of national health care systems. While the very notion of effectiveness and its assessment is not defined clearly in the literature, the health care system's effectiveness is assessed through the prism of health effects achieved. The traditional methods of assessing the effectiveness of the health care system presented in the article, focus on the macro-level of the system, disregarding the analysis of the system's components. It is the author's opinion that the traditional methods of assessing the system's effectiveness might be complemented by the assessment based on the multi-level approach.
