Proces integracji europejskiej zainicjował liczne innowacje polityczne, które zasługują na bliższą analizę. Jedną z nich jest z pewnością kwestia emancypacji wspólnot terytorialnych. Można postawić tezę, iż wyłaniają się one współcze-śnie jako istotne podmioty uczestniczące w polityce europejskiej. Stały się one – w istocie – ważnymi partnerami państw członkowskich i współtworzą Unię Europejską w jej obecnym kształcie, a także aktywnie współuczestniczą w kształtowaniu jej przyszłości. Inteligentne podejście do procesu integracji europejskiej obejmuje w tym przypadku: efektywne wykorzystanie przez regiony możliwości, jakie dawało prawo wspólnotowe; sprawne zagospodarowanie poparcia, jakie czyn-nikowi regionalnemu (i lokalnemu) oferowały najważniejsze instytucje wspól-notowe (zwłaszcza Komisja Europejska oraz Parlament Europejski); umiejętne budowanie własnej pozycji poprzez nawiązywanie relacji z innymi wspólnotami terytorialnymi oraz budowanie sieci współpracy w celu rozwiązywania proble-mów ponad granicami państw. Artykuł prezentuje różne aspekty uczestniczenia wspólnot terytorialnych w polityce europejskiej oraz wskazuje, jak wielką szansę stanowiło dla nich włączenie się w mechanizmy wykreowane w ramach procesu integracji. W tekście wskazano również na wysoką efektywność działań podejmowanych przez wspólnoty terytorialne, co stanowi zasadnicze źródło sukcesu czynnika regionalnego (i lokalnego) w procesie integracji europejskiej.

The process of European integration has initiated a number of policy innova-tions that deserve closer analysis. One of these issues is undoubtedly the emancipation of territorial communities. It can be concluded that they are emerging today as important players in the European politics. In fact, they became important partners of the Member States and they co-create the European Union in its present form. An intelligent approach to the process of European integration concludes in this case as follows: the effective use of the opportunities created for the territorial communities by the EU law; efficient management of the support received from the EU institutions (especially from the European Commission as well as from the European Parliament); establishing relationships with other territorial communities, particularly smart networks in order to solve problems across national borders. The article presents various aspects of territorial communities’ participation in the European politics, and shows what a great opportunity for them was the inclusion into mechanisms within the framework of the integration process. The article also points to the high efficiency of the actions taken by the territorial communities, which is a major source of their success in the process of European integration.
